Tax Incentives in Greece for Attracting Investment

Over the past five years, Greece has placed tax incentives at the core of its strategy to attract foreign investors, new tax residents, and professionals, supporting sustainable economic growth. Between 2019 and 2021, Greece modernized its Income Tax Code through reforms aligned with EU directives and OECD (Organisation for Economic Co-operation and Development) standards, introducing competitive and transparent tax regimes.

Key Tax Incentives

These reforms offer favorable tax treatment to investors, retirees, freelancers, and high-net-worth individuals relocating or investing in Greece:

• Investor Tax Residency Regime (Article 5A) allows high-net-worth individuals to transfer their tax residency to Greece and pay a flat tax of €100,000 annually on all foreign income for up to 15 years. Over 200 investors have relocated, investingapproximately €300 million by 2025.
• Foreign retirees (Article 5B) benefit from a flat 7% tax rate on all foreign income when moving their tax residency to Greece. More than 1,050 retirees have relocated, contributing over €10 million in taxes and boosting real estate and tourism.
• Freelancers and digital nomads (Article 5C) enjoy a 50% income tax exemption on Greek-sourced income for seven years. Around 5,000 professionals have taken advantage of this, helping reverse talent loss and increase tax revenues.
• Family offices (Article 71H) now benefit from a legal framework based on OECD’s cost-plus method. At least five major family offices have been established, each committing to spend at least €1 million annually in Greece, creating jobs and promoting economic activity.

The success of these measures is due to Greece’s transparent policies, strong political commitment, and adherence to international tax standards. The government is also working to simplify administrative processes, including introducing a one-stop service center to enhance the experience for investors and new residents.
